Expanded 4PH Program Brings Land Ownership Hope to Valenzuela Families



MANILA – Hundreds of informal settler families in Valenzuela City are now one step closer to finally owning the land they have occupied for many years through the expanded Pambansang Pabahay Para sa Pilipino Program (4PH), one of the flagship housing initiatives of the administration of President Ferdinand R. Marcos Jr..

More than 200 residents from the Bagong Pag-asa Neighborhood Association of PARADA, Inc. in Barangay Parada received assistance under the Enhanced Community Mortgage Program (ECMP), enabling them to secure ownership of the 2,318-square-meter property where many families have lived, raised children, and built their communities for decades.

The Department of Human Settlements and Urban Development (DHSUD), through the Social Housing Finance Corporation (SHFC), provided more than PHP9 million in assistance to cover land acquisition costs and related taxes.

DHSUD Secretary Jose Ramon Aliling and SHFC President and Chief Executive Officer Federico Laxa led the ceremonial awarding held Wednesday.

For many beneficiaries, the program symbolizes more than just property ownership—it represents long-awaited security, dignity, and stability for their families.

Hospital worker Robert Salabao shared that residents had long dreamed of formally owning the land they now call home, saying the community has become deeply rooted in their lives and family histories.

Residents also emphasized that remaining within their current community allows continued access to schools, hospitals, markets, workplaces, and government services, helping families maintain stability and livelihood opportunities.

School watchman Mark Anthony Tagnong said the program restored hope to families who spent years living without security of tenure, expressing gratitude for government efforts to provide affordable housing opportunities for low-income Filipinos.

Secretary Aliling underscored that the administration’s housing initiatives are not solely focused on constructing homes, but also on improving the dignity and quality of life of Filipino families.

Association president Elmer Rivera likewise noted that families can now direct their resources toward eventually owning their land instead of continuously paying rent without long-term security.

He added that access to affordable housing and land ownership allows ordinary Filipinos to build safer, more organized, and more dignified communities for future generations.

Beneficiaries under the program are expected to pay an estimated monthly amortization of PHP681.29, making the housing initiative more accessible to low-income households.

Since the Enhanced Community Mortgage Program was launched in July 2025, a total of 45 housing projects benefiting more than 7,700 families nationwide have already been approved under the expanded 4PH Program.
