MANILA — The Climate Change Commission (CCC) has gathered more than 200 stakeholders to refine the Philippines’ updated Nationally Determined Contribution (NDC) ahead of its submission to the United Nations Framework Convention on Climate Change (UNFCCC).
During the March 26 consultation, CCC Vice Chairperson and Executive Director Robert E.A. Borje emphasized the importance of aligning policies, investments, and public participation to ensure effective implementation of the country’s climate commitments.
He described the updated NDC as a “one-country team” approach, highlighting coordination across government agencies, economic sectors, and society as a whole to deliver credible and inclusive climate action.
The draft NDC 2026, prepared by national government agencies, was presented to representatives from civil society, academia, marginalized sectors, private industry, and development partners. The consultation aimed to validate the document’s clarity, technical soundness, and readiness for submission.
Borje noted that the updated plan incorporates key elements to support implementation, including just transition strategies, enhanced climate financing, nature-based solutions, and improved systems for transparency and monitoring.
CCC Commissioner Rachel Anne Herrera said feedback from stakeholders would be reviewed and integrated into the final version of the document.
Meanwhile, John Leo Algo of Aksyon Klima welcomed the broader consultations, noting improvements in transparency and inclusivity, while also calling for more timely communication and feedback mechanisms.
The NDC outlines the Philippines’ roadmap for cutting greenhouse gas emissions and strengthening climate resilience. In its 2021 submission, the country committed to reducing emissions by up to 75 percent from 2020 to 2030.
Key sectors covered include energy, transport, industry, waste, forestry, and agriculture, led by agencies such as the Department of Energy, Department of Transportation, Department of Environment and Natural Resources, and Department of Agriculture.
The NDC 2026 is being co-led by the CCC and the DENR in coordination with various government bodies and development partners, supporting the climate agenda of Ferdinand R. Marcos Jr..
The updated plan aims to steer the country toward a low-carbon, climate-resilient, and inclusive path to development.
